Mr. Levy is accomplished in the areas of business performance re-engineering, systems performance analysis, change mobilization, quality management, and software engineering.  He has extensive experience in strategic planning, systems design and implementation,  project management, performance measurement, capacity modeling, benchmarking, and IT operations management.  His experience spans a wide variety of industries, with concentrations in telecommunications and financial services.  Mr. Levy has served as an expert witness on several precedent setting cases of information technology cost/benefit, performance and operations. He has also developed strategic systems plans for large business mergers including prominent telecommunications firms and banking institutions.

Recent highlights include:

  • Developed the strategic systems plan, under charter for the President of Bell Atlantic, for the merger of Bell Atlantic and Nynex, together forming a $26 Billion Telecommunications firm
  • Designed and developed a new business organization, In-Q-Tel, a venture capital firm under sponsorship of the CIA. Developed the business and operational plans for the firm.
  • Program manager for In-Q-Tel's advanced technology programs.
  • Program manager for the implementation  of a trade accounting system for one of the world's largest financial institution.
  • Responsible for business process re-engineering resulting in the centralization of mortgage purchasing operations, replacing a nationwide distributed processing operation, for Fannie Mae.
  • Conducted over 50 performance certification, benchmarking and capacity modeling assignments, many resulting in breakthrough performance results for such firms as Nortel, NASD, Bell Atlantic, Fannie Mae, Capital One, MCI, Citibank, State Street Bank, the NYSE, the National Securities Clearing Corporation, JP Morgan, Olivetti, ATT, IBM, Hitachi, Prime Computer, McKesson, Club Med, Merrill Lynch Realty, American Express travel related Services and others
  • Developed  software products for performance modeling and management including BEST/1, currently marketed by BMC, and ISS3, currently marketed by Computer Associates
  • Extensive experience in systems integration expert witnessing and litigation support. Was lead expert witness on several precedent setting cases, including a $1.4 Billion litigation on behalf of IBM. In separate cases, was contracted as an expert witness to represent such firms as Oracle, AT&T,  Prime Computer, GTE, the Joint Chiefs of Staff and others in multi-million to multi-billion dollar litigation projects.
  • Developed IT budgets and business system plans for several of the nations largest data centers 
  • Responsible for crisis intervention and IT operations turnaround for a nationwide call center
